Barron's publishes Delta MSI every week in the Market Laboratory segment. After some related discussion on Twitter, I am including some information here.

Delta MSI evaluates 1,800 stocks wrt 75-dMA (above or below) & uses 50% +/- 3% for bullish/bearish determination. It is all in at > 53% and all out at < 47%; between 47 and 53, Delta staff uses appropriate tactical allocations. A recent reading is 46.7%, so it is 100% out (3/4/23).
There are 2 aspects - 1) Delta MSI value (useful information), & 2) what to do about those (not all may want to follow all in/out strategy). It is not wise to rely entirely on any one indicator even though this one uses lots of stock data.
StockCharts has %above 50-dMA for SP500 ($SPXA50R, 53.80% on 3/4/23), NYSE ($NYA50R, 60.8% on 3/4/23), and other indexes. But if one wants special "1,800 stocks" and "75-dMA", then it is proprietary information from Delta Investment Management. StockCharts notes that 50% threshold is important for bullish/bearish confirmation, but then, above 70% is overbought, below 30% is oversold. These breadth indicators may also be used in conjunction with RSI, MA crossings, etc.
